Since the start of Industrial Revolution from the different views of several theorist nothing had been mentioned regarding the relation in the mining industry. What has been espoused was in the field of manufacturing, construction, distribution and other core industries. What has been forgotten and left behind was the revolution in wages and salary administration notwithstandning several ILO convention on the equitability of salary scheme. Racial discrimination has never been diminished as what has been supposedly the purpose of ILO Convention. It is explcitily happening particularly in the Asia Pacific Region. Most of the companies hire local experts in the guise of a localization policy but with a very destiture salary package which is not suitable to a certain employee’s technical expertise. Expat’s wages often far quadruplets than that of the local despite the expertise of the latter which is one of its kind.
